Why do we have a Census?

It's in the Constitution

"The action Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten years, in a Manner as they shall by Law direct."
(Article 1, Section 2)

The Census count is used to apportion the number of Representatives each State gets in the U.S. House of Representatives.

Distribution of Federal Funds

The Census count is also used to determine the distribution of an estimated $76,000,000,000/year!
It is estimated that for every person missed, state and local agencies loose $2,000/year.
